A teacher just told me he's given out 400 PT so far, but only has about 100 students, so thats an easy average. Even when initially asked to staple them into their lab journal/notebooks - gone.
My idea - the Periodic Table becomes a major grade, like a test, every grading period. Students are given one at start of school, everyone writes their name on theirs. Replacement periodic tables are -10 points each, and if you find periodic tables left behind -5 for on table, -10 on floor.This grade gets averaged in all semester. Kids learn a little responsibility, especially you pull PT checks!
Tardies
This is a new one from me, I just made this up, and it should comply with most school policies.

Give every student a punch card, like you get at frequent buffet things. Each punch equals 10 minutes detention time, but they don't serve detention until 3rd punch. Lost cards - 1 hour detention to replace, or they come with 2 punches already, so next tardy would equal 30 minutes. maybe punches 4 &5 can be 15 minutes and punch 6 is an hour plus call to AP or parent. I think you get the idea, they must have card with their ID, or some consequence, you decide, you keep a master list and put check by their name, and every check is multiplier on time. So just one check, they're ok, two checks and when they come in for 30, they really have to spend 60 - that'll stop them from being tardy!

I give them a detention for each tardy. if they don't serve, the AP gives them a day in DRC. It works pretty well, but there are some that will always be tardy no matter what...especially for 1st period.
I love your periodic table idea. I'm getting to the point where I won't even talk to them if they don't have one out--and the one in the back of the textbook will work in a pinch. Geniuses won't even have that out.
I'm not lucky enough to have students with the same AP as dmd. My kids don't serve detention and if they get anything, they get another detention but not from me so it's next to impossible to find out if they served it. As for 1st period, I'm still looking for a solution. That's one of my chemistry classes and the kids sashay in 30 minutes late and then yell at me because they don't understand.
